[ciapug] Reorg?

Whatever works the best for whoever is going to tend for it. I'm only a member
on the LUG list at this point in case PHP talk crops up there. ;) For someone
like me, a separate group makes sense, but there's no reason not to make it a
SIG instead since the vast majority are LUG members too.
