We're doing nearly all of our new development in PHP at Visionary
Services Inc. (was: Visionary Systems Ltd.). Depending on your
perspective, it's probably a medium sized project, but we've got a
system we call the "RDM" (Rapid Development Modules) we use to build
customer sites, with elements of a CMS system.
Best example of someone who really uses it well would be
Jefferson-Scranton School District:

We do a lot of "intranet" type systems that are actually more complex
than that... but since they're intrants I can't show them to you. :p
