[ciapug] PHP group

I do an application that 9 of the 18 Community Action Agencies in Iowa
use to process Energy Assistance applications (Liheap) They do roughly
40,000 applications from Oct-April and about 5 million in payments.

It also generates demographic reports for their Federal funders.
Basically its a big custom client intake system. Its fun,fun,fun...
