[ciapug] Date Conversion

I just found this on php.net:

"Prior to PHP 5.1.0, negative time stamps (dates before 1970) didn't
work on some systems."

This is a huge bummer.  I don't think upgrading to php 5.1 is an
option.  Hmmm... What to do, What to do...
