Keep looking at your php.ini's ... may be something like the 
register_globals?

Also, search to make sure you're looking at the right php.ini. Sometimes 
you'll have one installed for the mod_php, and one for the php_cli. Use 
RPM to tell which is for mod_php, or look at the output of phpinfo(). 
Search for the files with "find / -name php.ini"
