[ciapug] What does it mean?

I've already been that route with my hosting co:
"Internal Server Error
The server encountered an internal error or misconfiguration and was unable
to complete your request.
Please contact the server administrator, jswanson@website-center.com and
inform them of the time the error occurred, and anything you might have done
that may have caused the error.
More information about this error may be available in the server error log."
Guess that means I do not run as a CGI. However '#!/usr/local/bin/php " must
come first. But, considering I can send values [see the second part of my
message] , is there some other lost capability the warning tells me about?
I can turn off the warning with @.
