[ciapug] Kick starting CIAPUG

I would like to see something happen, so I will make my offer to work =
towards having a active phpUG in the area. I know I have far too many =
questions and too limited resources for education, so I feel a users =
group would be a great assest.

I would like 1 or 2 motivated volunteers to assist me with some of the =
immediate organizational tasks. If you are interested in seeing a users =
group in the area, and have a some time you can donate to the cause =
please speak up.
