No... you gotta re-read the Shotgun rules. Basically if you want a
meeting, then you call the meeting, and set the time & place.

Of course, there are some general guidelines to make things reasonable. 

For instance (this is only meant as an example)
Shotgun rules: CIAPUG Lunch Meeting, Friday, 12:00 noon, China One
Buffet on Ingersoll. Discussion on PHP & SQL security. Be there or go
write some vbscript code!
