Was looking at it last night, .. turns out that when firewalld IS running,
the VMs on that host cannot do UDP (no DHCP nor DMS); with it OFF,
networking is fine.

Firewall is configured exactly like other machines with the same
configuration (Xen host, firewalld, one or two VMs).
