[Cialug] IRC channel Moving to Libera Chat

tl;dr If there are no objections, the #CIALUG irc channel is moving servers
from freenode to the libera network. To connect point your irc client to:
irc.libera.chat:6697 (TLS)

The Slack bridge will be updated as well.

Why? As discussed in the meeting due to issues and concerns with the
management of the freenode system it was recommended to follow the rest of
most of the FOSS community over to libera.
