Sounds like a boot option. Whether UEFI or BIOS will depend on what mode the OS was installed in.

A lot of computers have both Legacy/UEFI enabled, and will let you boot either as a one-off, but default to one or the other. What happens if you boot manually? (aka if you're on a Dell, tap F12, pick the internal drive manually under "Legacy", and then reboot, pick the drive manually under "UEFI"? This should tell you if it's going to boot/what options you need to set in the BIOS.

Sounds like a UEFI problem, .. try setting "Legacy Boot" in BIOS, or
reinstalling with UEFI boot enabled.
