There are WAMP stack managers out there. Bitnami, for example.
https://bitnami.com/stack/wamp  For PHP libraries, Composer seems to work
pretty well.

I would probably personally go with Scott's Chocolatey suggestion if it
works, because I've used it for other things and if you have to use
Windows, Chocolately is awesome. Fun fact: the guy who wrote Chocolatey
chose to reveal it to the world at an Iowa Code Camp.
