The HP J9449A (8-port GigE) can be powered via PoE. I suspect there are others.

If you mean powering downstream ports too there are some devices with “passive passthrough PoE”, which just means that it will connect the input power lines to one or two output ports. The entire current draw of the switch and connected devices would have to be supported by the single input line, so it’s only useful for low-power downstream devices.
