It's been a while since I've had to worry about the free route but I've
used these guys in the past:

They have offices in the US but they started out in Israel. Israeli's are
big on math, aren't beholden to NIST/NSA/RSA and tend to make things that
can withstand a bomb blast.

Or, at least that was my reasoning at the time. Should you check them out,
let me know if this is still a good resource - or if it's not.
