[Cialug] Speeding up Ubuntu 13.10 on my Dell Latitude

I wish to thank everyone for their useful suggestions.  There is much to think about. However I went back to Ubuntu 12.04 with much success and it is working well.

I suggest a fresh install. I upgraded one and it was very slow. A fresh
install fixed my performance issues.
