I think they mean "a lot of people in the area use Dell equipment".  :)

in a waiting room, I saw that Men's Magazine named Des Moines as one of
the coolest places to live.  in the blurb, it mentioned the silicon
prairie and mentioned that 'dell has a strong presence' in the area

does it?  I know IBM has a big call/monitoring center in dubuque, but I
can't think of a dell presence (not that I'm aware of everything :)
