Yeah, with Xen (assuming the xen in rapidxen means they use xen) the 128MB
of RAM would be the OS plus applications. That's enough to run a shell
account, an IRC bot, a light mail or DNS server, a mostly static (minimal
php) website or two. Fortunately they do allow swap so you could have some
fun with that. I'd probably limit Apache to a max children of 10 or so.

You can get a micro EC2 instance with 600MB of RAM for just slightly more
than that. A reserved instance is $54 one-year fee + $0.007/hour = $115.32
/year or $9.61/mo + $1/mo for a 10GB disk. If you're a new customer it's
free for one year.

Tying this back into the original question, the decision between choosing a
VPS or a shared hosting provider really is, do you want to manage a server
or not?
