On the "anemic" topic, you should note that it's not necessary to transcode in real time -- you can capture the video stream as-is and transcode after the capture if you'd like to save disk space. You still need enough CPU so that you can get one batch of encoding done before the next period starts, but that's a lot less horsepower than you need to keep up with real-time encoding.

And there are some options to offload encoding to dedicated hardware if you don't need the flexibility of a software encoder. I'm not sure any of those are compatible with MythTV, but you could still use them out-of-band even if they aren't.
