Sprint put a cell phone tower up near my house and they feed it with a micro wave relay.  When I asked why they didn't use fiber they said that they owned plenty of fiber capacity on the other side of the road, but it was too difficult to get permission to get it under the road to my side of the highway.  There are 5 sets of fiber along my road, 2 on one side and 3 on the other.  

If a cell phone company can't get service from their own cable, what is the chance a plain citizen can get any service?

Some people are trying to get Google to select Des Moines as a city to 
test their fiber based high speed network. Doesn't Iowa have a bunch of 
dark fiber thanks to the ICN?
