Google is positioning ChromeOS as a secondary OS and probably not for 
developers. Though I suppose you could find a web-based SSH client or 
use an online IDE like http://phpanywhere.net/ or Mozilla's Bespin

Looks like Canonical (creator of Ubuntu) will be helping with ChromeOS
