To quote from a co-worker's trip report to "Linux Plumber's" conference:

There is a rumour that the hardware vendors are using their influence
to get the bios POST time down. The most interesting thing to me is
that the timings include the time for background process to complete,
so there's no cheating allowed. The system is "booted" when everything
has settled down and finished starting.
