So what does this mean for me, a subscriber to a third party ISP?

Qwest's service is available in some portions of WDM and is being built in Urbandale and Des Moines now. Information is a bit sparse on their exact plans.

They aren't allowing 3rd party ISP's to use this network in any way other than reselling their service.
