[Cialug] apache security question

If you rename the extension to .html, can you download it?  If so, look
at the allowable file types.

I have a fairly standard install of Centos 5. I have a shell script in

an apache vhost directory. I'm getting a 403 error when I try to 
download the file. I have removed execute permissions from it because I

don't want to execute it, just allow client machines to retrieve it. 
There was nothing obviously blocking it in the config files.

Anyone have an idea?
