It's not so much the type of service, but the organization paying
for/using the ICN's services.  I know that the public radio stations in
Iowa make some use of ICN services, but the public radios stations in
Iowa are all associated with the regents institutions (and thus are
authorized users).  On the other hand, DMACC (which is also an
authorized user) has a private fiber optic link to Mediacom to deliver
the video for our TV-based courses:

That's all that I have direct experience with, but I would imagine that
other public access TV channels that get piped to your cable company
operate in a similar fashion.

If you're thinking about Iowa Public Television - I believe that they
are authorized users (they are part of the Department of Education) but
I have no idea what ICN services they use.
