[Cialug] Daylight Saving Time changes

I was just researching that law over lunch - from the perspective of what
Microsoft will do for older operating systems like NT Server.  There is
probably a registry setting somewhere that only needs to be tweaked.

I wonder if there were consumer electronics lobbyists behind the new law.
