This is a wireless adapter right?

I had some early linksys access points that acted kind of like that before
the radios burned up.

I agree, check all the firmwares and if it is 802.11G dial it down to
802.11b 

Earlier this week I had a zydas chip in a USB device that was flaky.  It
could detect the network but the driver could not get a DHCP lease.  I
updated to the latest ubuntu kernel and everything started working
correctly.
