UPS? i have a ups with enough juice to power my cable modem, switch, and 
ATA for a good 8 hours. i dont think i need to worry about having less 
reliability than POTS. the difference between POTS and voip can be 
negligible, you just have to be willing to take the extra steps(most of 
which the POTS systems has in place but you never see i.e. diesel 
generators, etc.)

if all else fails, just use a CB radio.
