[Cialug] USB and Suspend on a Laptop

I ran into this a few years ago.
The problem there was that when the system failed to load the hotplug
system.  Try to manually restart the hot/cold plug systems.  If that
works, add a stop to the pre-suspend script for the plugs, and add a
start to the resume scripts.  Then try again.
