I sent an email to my dell rep and this was his reply:

"Yes sir that's standard questions unless the rep is familiar with the
 company and its usage of the hardware.  Its part of export compliance
 and the Patriot Act. (we cannot ship to companies that deal with
 exporting or have ties to military or other non-business type uses)."
