[Cialug] Packet Writing

I'm looking at using a linux box to do WORM type writing to
DVDs/Blu-Ray/etc. My only issue is that I need to have the media be write
once, but no deletion allowed. I know you can delete a file from a packet
written DVD and it removes the file from directory listings, but "never
removes the file". I want to make it so users can read/write, but not delete
files. Any easy to do this?
