2 reasons that I can think of....

1) The stock image spams  (the most popular of the image spams)  are the typical pump and 
dump scams.  There is no direct action from the email like a link to click.  They expect you to go 
out and purchase the stock on your own to cash in the 'good deal'

2) They like to annoy you.   Believe it or not, there is a certain amount of spam that is sent out to 
simply annoy you and the anti-spam companies.  Taking up valuable time creating rules for 
messages that do basically nothing, but keep your phones ringing from unhappy customers.
