You can use openWDDX (openwddx.org) to serialize data into an XML format and
transmit it via web, or whatever, and desreialize it on the other end.
There are modules for php, etc.  It may be easier than creating a web
service.

I recall Dave Weis mentioned that he'd written a PHP/XML service recently.
