[Cialug] uucp-style lock files?

I'm trying to set up sendpage 'http://www.sedpage.org' to send pages to my
pager.  I'm getting an error in messages about the lockfile.  Are lockfiles
something I need to create or should they have been created for me?

Here are the messages:

The directory /var/lock/LCK was not there so I created it.  I assigned group
and user ownership to uucp and assigned permissions similar to the other
lock directories.  but I still get the errors above.  From what I can find
it sounds like this locking technique may be outdated.  Is anyone else using
sendpage?  Did you run into this problem, did you get around it?

I used minicom to confirm my modem is on ttyS0 and I have created a symbolic
link to /dev/modem.

Any help or useful pointers would be much appreciated.
