WHFC is a minimal Windows client:

We've also tried to used Cypheus some time ago:

It had a number of difficulties because we do bulk faxing through the 
Hylafax server we run, and it kept trying to refresh the status of a 
few thousand faxes. Haven't tried a recent version of it to see if its 
improved.
