[Cialug] httpd dead but subsys locked

wow. I did a service httpd restart and now my webserver is being all 
whacko and isn't running.

service httpd status returns "httpd dead but subsys locked"

apache version: Apache/2.0.53

i've looked there are no pid files muckin it up and nothing substantial 
in my httpd logfiles.
anyone ever have this problem before?
