It sounds like:
A. They see that downtown 'Riverpoint' area as an area of future growth and 
profit. They want to run more lines down there, but will try to saddle the 
first users of such lines with the cost. Remember lines run under 
railroad-right-of-way can cost more. Wait long enough, and those lines will 
be put in place for someone else, or a RemoteDSLAM will be put down there.
B. Qwest is trying to give you the shaft because you've chosen McLeod 
previously.
C. Everyone is being up front with you and it really does cost this.

Dave W. should know the 411 on all things local dsl.
Being in low-land elevation, good luck with the line-of-sight requirement to 
places like CCR & Praireinet.
Check the national ISPs too. I've heard of odd situations where a national 
has given a better price (and decent service) to back-haul a link to another 
state than the local ISPs/Telcos for local service.
